Report to the Minister of Development concerning the establishment of a shipyard in the port of Campeche 1864 March 15.

The unsigned report, dated March 15, 1864, was probably prepared by some official in Campeche, perhaps a port official, and is addressed to the Minister of Development, who at that time was José Salazar Ilarreguí. It describes how shipbuilding flourished in Campeche 200 years ago under the protection of the Spanish Crown, and the reasons for its decline after independence was achieved. Campeche lends itself well to shipbuilding because of its suitable climate, an abundance of sturdy wood nearby, well-built warehouses and factories, and a local workforce of excellent craftsmen, skilled in naval construction. Throughout the report, the author stresses that no initiatives will succeed unless the Mexican government offers concessions to the industry, and protection from foreign competition. With a revitalized shipbuilding industry and government concessions, Mexico's merchant marine will grow, thus stimulating commerce as well as the economy in general. The report concludes with estimates of the cost, as well as the workforce needed for the project.
